Crime of the Week #32
To air: August 9 - 15, 2010
Topic: Theft from Vehicle

Saskatoon Crime Stoppers and the Saskatoon Police Service would like to advise you about the need to remove valuables from your vehicle following an increase in thefts.

Thefts from vehicles in our province and City cost residents millions a year in insurance claims. These thefts occur in parking lots, shopping centres, airports and residential areas. Since June, Saskatoon has seen an increase in the number of complaints reported.
Valuables left in plain sight entice criminals. Ensuring items like wallets, IPODS, loose change, and other valuables are removed from sight can greatly reduce the likelihood of becoming a victim of this crime. In addition, motorists should make certain all windows are up and vehicles are locked. The "All Valuables Removed" program was launched in order to deter this crime.  Laminated signs are available at the front desk of the Saskatoon Police Service.

Thefts from vehicles are a crime of opportunity and can be prevented. Crime Stoppers pays cash for information leading to an arrest. You won’t be asked your name and you won’t have to go to court. If you have information on this crime or any other unsolved crime call Crime Stoppers at 1-800-222-8477, go to www.saskatooncrimestoppers.com, or text “TIP210 with your message” to “CRIMES” at 274637.

Debit Card Fraud

Crime Stoppers wants you to be aware of Debit Card Fraud. This crime occurs when access is gained to your debit card and PIN # or when access to the information recorded in the magnetic strip on the back of the card is gained and used along with your PIN to make counterfeit debit cards.

Fraudsters will “shoulder surf” to watch you enter your PIN over your shoulder, use a dishonest employee or a hidden camera then steal your card. Shoulder surfing may also be used in “skimming” where your card is passed through a device to capture your information. The information is transferred onto a “dummy” card and used along with your PIN to obtain access to your bank accounts.

Protect yourself:

  • Use your hand or body to shield your PIN
  • Watch your debit card throughout transactions
  • Notify your financial institution immediately if your debit card is lost, stolen or retained in an ATM
  • Memorize your PIN
  • Select a unique PIN – never use obvious information such as your telephone number, date of birth, address or social insurance number
  • Report suspicious activity at an ATM to your bank
  • Report to police

Crime Stoppers pays cash for information leading to an arrest. If you have information on any unsolved crime call Crime Stoppers at 1-800-222-8477 (TIPS), go to our website at saskatooncrimestoppers.com, or text “TIP210 with your message” to “CRIMES” (274637).

Break and Enter - Residential Property

This week, CRIME STOPPERS is asking for your assistance in identifying persons responsible for illegally entering homes during the day, between 10 AM and 3 PM, while owners are either at work, shopping or outside in the yard.

Thieves travel through neighbourhoods looking for signs that home owners are away. They might knock on a door, look in windows and enter yards. If confronted they’ll make excuses then leave the area.

As the weather begins to improve, thieves look for home owners working outside. One thief may stand watch while the other enters the unlocked home searching for articles to steal. The most popular items are jewelry, purses, cash, credit cards, and blank cheques. These crimes take seconds to execute, resulting in large losses of property.

If you’re working in the garden this spring, ensure your front and back doors are locked. Carry a key with you and be mindful of suspicious persons or vehicles in your neighbourhood. Record descriptions including the make, model, colour and license plate then report the information to the Police.

Crime Stoppers pays cash for information leading to an arrest. You won’t be asked your name and you won’t have to go to court. Call Crime Stoppers at 1-800-222-8477; go online to saskatooncrimestoppers.com, or text “TIP210 with your message” to “CRIMES” at 274637.

Employee Fraud

The number of reported cases of Employee Fraud continues to cause concern for police, not only the number of incidents but the significant dollar amounts involved.

Your company can reduce the risk of becoming a target of this crime by following these steps.

1. The first step rests with company management developing and documenting policies and procedures intended to safe guard company assets.

2. Obtain a Criminal Occurrence Security Check. This should be considered a basic step in your company hiring practice but should not replace additional background checks by the employer. This document can be obtained from the Saskatoon Police Service at a cost of $35.00 and has the potential to save your company thousands of dollars.

3. Be diligent with company hiring practices. This involves confirming information on resumes and ensuring references have been contacted and interviewed.

4. If Employee Fraud is discovered, contact the Saskatoon Police Service Fraud Section.

Occurrence #: 2010-9667

Surveillance footage can be instrumental in solving cases. Seven “Crime of the Week” segments solved in 2009 featured suspects caught on tape committing crime. This week, with the help of surveillance photos, Crime Stoppers is trying to identify the vehicle and driver responsible for a Hit and Run which occurred in the 1000 block of Temperance Street.

On Sunday, January, 31, 2010, at approximately 1:00 AM a vehicle, described as a 4 door, light colored, car was traveling westbound in the 1000 block of Temperance Street when it lost control and struck a red car parked legally on the north side of the street. The impact caused the suspect vehicle to spin around facing the direction in which it came. After the collision the suspect vehicle drove away leaving the parked vehicle damaged beyond repair. This indicates that the suspect vehicle will not only have sustained damage but may have red transfer paint along the passenger side at points of impact.

This indicates that the suspect vehicle will not only have sustained damage but may have red transfer paint along the passenger side at points of impact.

Break and Enter to Business – Mr. Ribs

This week Crime Stoppers needs your help solving a break and enter, which occurred to a restaurant located in the 1900 block of McKercher Drive on Monday, December 16, 2009.

Between 3:00 AM and 8:00 AM entry was gained through a back door. The door was forced open causing damage to the frame at a point where one of the lock mechanisms was securing it. Once inside suspects disarmed the security system by cutting wires and pulling down monitors positioned around the kitchen.

The restaurant safe was targeted next with enough force to shatter and dent the door until the contents of the safe could be removed. Attention was then turned to a walk in liquor cooler and freezer at which time boxes of beer and spirits along with chicken were stolen.

It’s believed that a vehicle, parked in the alley during this crime, was used to transport the contents of the safe and large quantity of restaurant product stolen. The person(s) responsible for this crime had considerable knowledge of the restaurant and its security practices.

Debit Card Fraud
August 24 - 30, 2009

Use your hand or body to shield your PIN
Watch your debit card throughout transactions
Notify your financial institution immediately if your debit card is lost, stolen or retained in an ATM
Memorize your PIN
Select a unique PIN – never use obvious information such as your telephone number, date of birth, address or social insurance number
Report suspicious activity at an ATM to your bank
Report to police

Mischief Over $5000/Graffiti
July 20 - 26, 2009

Crime Stoppers needs your help identifying the individuals responsible for Mischief by Graffiti, valued at over $5000, which occurred to a newly poured concrete side walk in the area of 19th Street and 1st Avenue South.

Between Saturday, June 13, 2009, at midnight and Sunday, June 14, 2009, at 12:30 AM several people entered an area under construction and deliberately caused damage to a newly poured concrete sidewalk. The graffiti etched in to the concrete include names and initials described by investigators as both generic and "bubble gum" style. Bike tire marks were also embedded in to the concrete.

If not removed, graffiti sends out a message that "nobody cares" about the area. Areas filled with graffiti are less appealing to visitors and those who may be looking to buy or rent property. Over eight large panels of concrete are now damaged to the point of replacement, causing the construction project time and money.

Counterfeit Money

Numerous complaints are received each year by the police service about Counterfeit Money. Crime Stoppers would like to remind you to check your notes. To determine whether your money is authentic follow these four steps:

Touch the note - Feel for raised surfaces. Does the paper feel genuine?

Tilt the note - Look for changing colours and images on the holographic stripe. You will find bright coloured numerals of the note’s denomination and maple leaves.

Look through the note – a watermark portrait is located to the left of the large numeral along with a smaller numeral matching the denomination of the note. Watermarks are only visible when the note is held up to the light.

Look at the note – your money has fine line printing in the portrait and background patterns. Detailing on real bills will always be crisp, no matter how small.

If you receive suspected counterfeit money stop the transaction. Keep the suspected counterfeit, call the police and record the details of how the note was received. Those who pass counterfeit bills may be innocent victims however it is a criminal offence to knowingly use or possess counterfeit money.

Pedestrian/vehicle collisions

This week, Crime Stoppers and the Saskatoon Police Service are asking motorists, cyclists and pedestrians to take care when travelling on city streets.

Conditions are especially hazardous during the winter months attributed to change in temperature, fresh snow and already icy roads. Unfortunately, in traffic incidents involving pedestrians and motorists, it is the pedestrian who suffers, often with tragic results. In many cases it is not the driver’s fault. It is the responsibility of both driver and pedestrian to ensure each other’s safety by following these simple rules:

As a pedestrian:

Cross at marked crosswalks or traffic lights, not in the middle of the block or between parked cars
Make sure drivers see you before you cross
Cross when traffic has come to a complete stop
Cross at the beginning of a green light at a traffic light. Do not cross once the "Don’t Walk" signal begins to flash or once the light has turned to yellow. Never cross on a red light
Watch for traffic turning at intersections or entering and leaving driveways
Wear bright or light-colour clothing or reflective strips, when walking in dusk or darkness

As a motorist:

Be patient, especially with older pedestrians who need more time to cross the road
Always look for pedestrians, especially when turning
Remember, stay alert and slow down on residential streets and through school zones.

Cyclists are considered vehicles and are expected to follow the same rules of the road.
Breaking the law can be costly it may even cost you your life. You make the call.

Garbage Bin Arsons

This week, Crime Stoppers is asking for your help in identifying the people responsible for deliberately setting garbage containers on fire.

Saskatoon Police often respond to large residential garbage containers that have been deliberately set on fire. Usually gasoline or some other flammable liquid is poured into the container, and then lit on fire. The fire that results burns very rapidly and often totally destroys the container within minutes.

These containers are usually beside fences and garages which can also receive extensive damage as a result of the fire.

Each container costs approximately $500.00 to replace which is ultimately paid for by you, the citizens of Saskatoon.

Senior Safety

The elderly are often regarded by criminals as easy targets for many types of crime.  Every elderly person should be aware of schemes to swindle money and take steps to prevent them.

Be aware that door to door sales or offers still exist, but are not as common as in the past.  The easiest and most common tool for a thief is the phone.  An example of a fraud would be a person posing as a bank employee asking you to verify bank and personal information due to a problem.  This is not the way a legitimate bank would conduct business.

Many seniors do not report when they have been victimized.  They may not want to bother the police, find it too difficult to tell their families, and are too embarrassed.

If you are a senior, or have a family member that is a senior and still living on their own, here is how you can be proactive:
-have a plan, discuss your finances with family or a power of attorney and have that information in order.
-make sure there is some type of accountability set up for the power of attorney
-don’t be afraid to assert yourself, and if the fraud is through a phone, hang up and call the bank or whoever claims to be calling yourself to verify they are legitimate.

Crime Stoppers is pleased to help all the members of our community and hopefully this message will help protect a member of your family from becoming a victim.  Remember, if you have any information that could help solve an unsolved crime, call Crime Stoppers at 1-800-222-8477, or leave a tip here online.

Street Robbery Prevention

A street robbery is an attempted or completed theft directly from a person, where the property is removed by force or threat of force with or without a weapon.  It is a crime of opportunity, most often committed by teens.

Subjects may use weapons to gain control of their victims.  The offender rarely acts alone, preferring to be in a group to swarm the victim.  They may use the element of surprise and a show of force like punching, pushing or threats to get the victims to comply with demands.

Here are some helpful tips:
-avoid hangouts frequented by groups of teens such as malls, bus terminals, and outside businesses, especially in the evening hours.
-if you sense you are being followed, change directions or cross the street and get to a place where you can alert others
-Maintain a cool demeanor and follow the offender’s instructions precisely.  Your possessions are replaceable, you are not.
-target possessions are logoed clothing and electronics so keep them hidden.
-Get to a phone and call 911 as soon as possible, noting the offender’s appearance, physical features and clothing.
-And don’t forget:  always look for an escape route!

These tips, along with common sense will help you to be aware and decrease your chance of being a victim.  If you have any information that could help solve an unsolved crime, call Crime Stoppers at 1-800-222-8477, or go online at www.saskatooncrimestoppers.com

Pin Pad Thefts

Every year, millions of dollars are lost to consumers and businesses across Canada because of thefts and fraud.  Recently Saskatoon has seen a number of pin pad thefts and skims.

In reported incidents around Saskatoon, the suspects create a disturbance to distract the store employee then disconnect the pin pad and either steal it, or exchange it for one that has been tampered with.

Here are some precautions businesses can take to prevent the thefts:
-ensure employees place pin pads underneath the counter in a secure location until
     they are needed for use.
-if not in service, treat them like cash and store the pin pad in a secure location.
-label or engrave the pin pad so it can easily be identified as having been
     exchanged.
-conduct a daily check to ensure that the pin pad original has not been tampered
